1.) Possible inconsistency, not sure.
I. manual control of province defenders is active: province guards can be manually controlled in combat

III. exception to the exception (?), not sure if intended: after making alliance with gnolls, preexisting province defenders are converted into regular, dismissable guards and Gnoll province defenders can be manually controlled in combat
Depends if "non-dismissable guards cannot be controlled" feature is intended as an
anti-exploit measure only relevant for guards with negative province effects (no bug) or
intended as a
flavour game design decision like "player should not be able to control racial guards A,B and C" (bug) ...
