The only way I thought this was possible: enemy hero had three spider eggs in inventory and built an outpost as a tool for recruiting spiders from eggs. However, there was only a spell library (and a pub) in the province he had conquered first - no outpost had been built.

Does AI
a) treat spider eggs as spell scrolls or
b) simply does not need any recruitment tool (e.g. outpost, sorcery shop) at all for unit scrolls/eggs or
c) is this some sort of bug ?
